IRVING-SPECIFIC HOMEOWNER GUIDANCE
What about permits and property rules?
Irving's residential permit guidelines provide an important distinction: cosmetic work such as painting, carpeting and replacing cabinetry generally does not require a building permit. Work that alters a structure, adds space, changes wiring or plumbing, or involves other regulated systems may require city approval.
For example, moving a kitchen sink or removing a load-bearing wall deserves more investigation than changing cabinet doors. Even when the finished room will look simple, work behind walls can affect the scope, inspections and scheduling.
Check current requirements with the City of Irving's Inspections Department before beginning. If your property is in a neighborhood or community with an association, review any applicable rules separately. An HOA review is not a substitute for a city permit, and a permit does not necessarily satisfy association requirements.
Permit requirements depend on the actual work and property. This is planning guidance, not a determination that a particular project is exempt.
